The book suffers in that you really need to have at least a general knowledge of the last 100 years of Chinese history to be able to make much sense of it, and at the end I still don’t have that much sense of who the actual individual cadres actually are. Following the death of Mao Zedong and the sidelining of Hua Guofeng, China began to embark upon a series of systemic economic reforms under Deng Xiaoping. The CCP in particular sought to avoid any manifestation of "bureaucratism" ( simplified Chinese: 官僚主义; traditional Chinese: 官僚主義; pinyin: guānliáo zhǔyì), a general term referring to potentially undesirable traits that would hinder cadres' ability to effectively work toward achieving socialism.

Deng Xiaoping shared a dissatisfaction with the personnel system at that time, and also pushed for separation of the state and Party at the time.
